Three steps, and the first is the one that decides whether the other two matter.
Find your phone in the table above. If it says Not over Wi-Fi, stop here - no app or setting will change that, and the fix is an adapter or a Chromecast.
Nothing to enable. Cast from any Chromecast-enabled app - there is no screen-mirroring menu on SmartCast.
Same Wi-Fi network and same band on both. Several brands only advertise themselves once mirroring is already open on the TV, which is why scanning first so often finds nothing.
There is no software fix for a missing protocol. Both of these are more reliable than wireless mirroring anyway.
Samsung Galaxy, Google Pixel, Xiaomi / Redmi / POCO, OnePlus, Motorola, OPPO / realme / vivo, Tecno / Infinix / itel can mirror to a Vizio TV over Wi-Fi. Huawei / HONOR cannot at all, because those phones and Vizio televisions share no mirroring protocol - no app can bridge that.

Vizio SmartCast has no Miracast receiver at all, which turns the usual advice upside down. A Google Pixel mirrors to a Vizio without any trouble, while a Huawei with no Google services cannot connect to one at all. A handful of 2014-2017 sets predating SmartCast did carry Miracast. If your phone and TV do share a protocol, the next things to check are that both are on the same Wi-Fi network and the same band, and that the network is not a guest network with client isolation switched on.
Vizio televisions accept Google Cast (Chromecast built-in).
