Three steps, and the first is the one that decides whether the other two matter.
Find your phone in the table above. If it says Not over Wi-Fi, stop here - no app or setting will change that, and the fix is an adapter or a Chromecast.

Same Wi-Fi network and same band on both. Several brands only advertise themselves once mirroring is already open on the TV, which is why scanning first so often finds nothing.
There is no software fix for a missing protocol. Both of these are more reliable than wireless mirroring anyway.
Samsung Galaxy, Xiaomi / Redmi / POCO, OPPO / realme / vivo, Tecno / Infinix / itel, Huawei / HONOR can mirror to an Amazon Fire TV over Wi-Fi. Google Pixel, OnePlus, Motorola cannot at all, because those phones and Amazon Fire TV televisions share no mirroring protocol - no app can bridge that.

Amazon has removed Display Mirroring from several newer and lower-tier Fire TV Sticks. On those devices the menu entry simply does not exist, so no app can enable it. Hold Home and look for Mirroring before assuming a phone-side fault. If your phone and TV do share a protocol, the next things to check are that both are on the same Wi-Fi network and the same band, and that the network is not a guest network with client isolation switched on.
Amazon Fire TV televisions accept Miracast.
